[SOLVED] "Permission Denied" Issues with files that I created

I have a subdirectory, specifically containing the contents of a system backup I made quite a while ago. After I installed Jessie, I went to this subdirectory to restore the applications whose data I had backed up there. It was not a problem.
This afternoon, I went back to that subdirectory to check on a setting, and I was denied permission to enter it. I could get in as root, but I should have been able to get in under my account name, just as I had done before.
I went into a root shell, and issued a "chown -Rc <username>:<group>" command to change everything there to my ownership. The results of this command were that no changes were made. All the files and directories were already listed as belonging to <username>:<group>.
When I went back out to my normal console command line, I was still told that I could not enter that subdirectory because "permission denied".
Does anyone have any idea what is going on here, and how

I had everything running in mandrake 10.1, and have now upgraded to SuSE 9.2, along with the changes of /etc/apache2 and /srv/www i cannot seem to get either of the following working:
users public_html directories - can't find what i am supposed to add to /etc/apache2/httpd.conf
php5 - nothing, nada, zip. Not a thing works, it asks me (when running locally) if i want to save the file or open it with a program.... i don't want either, i want it to display my web page!
I have the LoadModule section in httpd.cong being imported, i also have the directory index file set to:
index.php index.html index.htm
the reason for that is cos the main site will run php, but users home dirs will run html/php - so i needed both
has anyone here, successfully got Apache 2 and PHP 5 working on SuSE 9.2 (the download one, not professional) i do have a copy of 8.2 pro which i bought a couple of years back... but am seeing if 9.2 can do what i want first - so far - php is

I have the following makefile that I use to build a program (a kernel, actually) that I'm working on. Its from scratch and I'm learning about the process, so its not perfect, but I think its powerful enough at this point for my level of experience writing makefiles.

how to configure apache to run pages with a different group id than files

I have a vps with godaddy with the following:
I am running with suphp enabled.
files and folders are all 755,644
i have a program located at:
this program edits files located on the same server in different user accounts. in order for this to happen i have to:
chown programname:programname /home/username/public_html
this allows the files to be edited by the program running at /home/programname/public_html
when i try to view the files at
at its domain name
I get an "The server encountered an internal error or misconfiguration and was unable to complete your request."
in order to fix this i have to
chown username:username /home/username/public_html
how do i fix this so i can view the website files without having to chown the files?

I wanted to install Zend Framework 2. So I downloaded the skeleton application. As mentioned in the ZF2 manual, we have to issue the command
php composer.phar install
Inside the skeleton.
But I'm getting an error

Xampp Apache Shuts Down Unexpectedly, Empty Log File And No Events

I have XAMPP installed on my machine. I am trying to run Apache from the XAMPP Control Panel.
I start the XAMPP Control Panel by right-clicking the shortcut and selecting "Run as administrator" (I am logged in on an account with Administrator privileges). The Control Panel starts up and everything appears to be in order (no error messages/warnings).
When I click the Start button next to Apache I get the following error message:

I am at my wits end trying to figure out why in the world I can't get to http://localhost on my local development machine running Windows Vista.
Whenever I try, I get:
You don't have permission to access / on this server.
I have scoured the web trying to make sure things are configured correctly with no luck. With that said, if I setup a virtual host, I can get to the necessary folders/sites no problem.
So, for example:
http://localhost/mysite won't work, but
http://mysitevirtualhost.loc (which points to the same directory) will work
