Deluge webui worked until I rebooted (can still access locally)

I seem to no longer be able to access Deluge webui within the same network. It was working fine, I decided to reboot my platform, and now it no longer works.
I have deluged and deluge-web running on my headless box. When I go to IP:8112 I now see:
Error 324 (net::ERR_EMPTY_RESPONSE): The server closed the connection without sending any data.
I've tried removing deluge and reinstalling with no luck.
I also have these two config files set up:
start on (filesystem and networking) or runlevel 
stop on runlevel 
exec start-stop-daemon -S -c $uid:$gid -k $umask -x /usr/bin/deluged -- -d
start on started deluge
stop on stopping deluge
exec start-stop-daemon -S -c $uid:$gid -k $umask -x /usr/bin/deluge-web
Had to delete ~/.config/deluge

Hello, I'm really new on Linux like environnement and I'm tring to figure aout the basic concept of the File directory environnement and user roles.

on the root directory I find /etc directory, what can we say about this directory, since now I used it for networking configuration..

When I install a application, where should I install it, can I find a realtion with window program file directory
3) Home & usr
on home directory I find peronal folder like Music, Desktop etc... what do I find on usr, is this directory related to users ?

I started my computer with a problem that all of the windows without title bars. I tried to logout my laptop, and the problem was solved. I opened one terminal window, type 'who', founded that i was login the system as 'tty8'. That was really funny, I know that if i login the system normally i may login the system as 'tty7'.
Can someone tell me why i login as 'tty8' when logout one time? My edition is ubuntu 10.04.

I'm not new to Ubuntu, I'v been using for a few years now. However I don't have that feeling of 'knowing' what I'm doing. I still find myself spending hours trying to troubleshoot a problem and with an unhealthy fear of the CL.
So, I have decided to learn Python and read up on Bash and the command line as well as Ubuntu Unleashed.
I would be very grateful for any advice, sources, useful forums or 'other' that I could go through and/or tips on picking up, remembering and learning to use Ubuntu.
