Why Do I Need KDE for Okular PDF Reader??

I'm a bit confused here, guys.... I want to install Okular, which is a PDF reader, but before I do, I need to install something called KDE...
1) What's KDE?
2) Why do I need it to view PDFs in Okular?
3) Will installing KDE mess up my desktop in any way?

I'm looking at creating a basic XML reader that'll end up working with a lot of feeds. I've got a basic Perl mock-up working but it seems rather slow. I'm almost positive this is because of my internet connection speed.
My question is, how would Perl compare to other languages like C and Python in terms of pulling feeds from the net and doing other things like string comparison and manipulation?
Foxit PDF Reader 1.0 Beta (Linux Native Working!)

I just noticed on 1/20/2009 Foxit updated their native Linux version of their PDF viewer. I've read several posts claiming that no one got it working in the past...but this version installed and ran perfectly for me (Ubuntu 8.10). Unfortunately, it's missing the two features that caused me to download it: highlighting & commenting. The website claims to be adding those features "in the coming days."
I thought people who gave up on previous versions would be interested. Any guesses on what "in the coming days" translates to?

I want to use a smartcard reader for HBCI homebanking and in a second step for authentication during login to certain applications. I purchased a Reiner-SCT cyberJack RFID standard, due to the good reputation for overall quality and Linux support. In fact, there are Linux drivers for OpenSUSE and Ubuntu, and there is a source tar ball.
Of course, I grabbed the last one, but up to now I am unable to use the card reader.
I installed additional software from SBo: fribid, pcsc-lite, pcsc-tools, opensc, openct and all the required dependencies.
After installing opensc I tried to compile fribid with the PKCS11=yes. However, this fails. The build process complains about a missing library:

I have installed a software and ever thing was OK and the
installation completed. I also defined the PATH to the
software on my "bashrc".
But when I types "reflex" insted of running the program it
