Red hat 7.3 clock problems with new york zoneinfo

ok, this is an odd one. my red hat 7.3 webserver is acting up. under date and time properties, my time was set to new york EST time zone. on e day all this changed. and the time was set to UTC. when i noticed this and tried to set back to new york EST time, it will not keep the setting, it defaults immediatly back to UTC time. now i can change the time zone to any other zone and it will accept the changes, but when i try to set it back to the new york EST time, it does not accept the change. no error msg, just goes right back to UTC.
when i looked in usr/share/zoneinfo/america at the new_york file, it is empty, and has a file size of )bytes. so i copied a good file from an identical server onto the server im having trouble with, it seemed to accept the change for a minute, then went right back to UTC and the zoneinfo file "new_york" was empty again.

My name is Kelsey Braun. I am a Computer Specialist at Pine Valley School District in Western New York State. We had an empty class room I converted into a computer lab and set up some of our older laptops and a few older iMacs. I use a couple of different distro's; LUbuntu, and Debian for the iMacs. I did a lot of research and chose LUbuntu for our main distro, LUbuntu is very light weight and our laptop are not that old, so the R60's and some generic makes just fly. Students are now using GCompris and ChildsPlay for reading and math exercises, and teachers are including GCompris in their curriculum. Students are very excited to go down to the Linux Lab and play the GCompris Suite. I think it would be wonderful for programmers to start working on some special education software as well. If they could come up with a package similar to Boardmaker or Proloquo,(communication software for autistic or verbally impaired children). Currently I am using GCompris, ChildsPlay, some of the

The New York Stock Exchange and its European subsidiary exchanges are running their trading systems on Red Hat Enterprise Linux, Red Hat announced Wednesday, as it unveiled a new marquee customer.
Linux has been known to be in use at several New York financial services firms, but few have stepped up to the podium to testify on the value of their implementations. As a result of mergers and acquisitions, the New York Stock Exchange has migrated over the last few years from HP-UX to IBM AIX to Sun Solaris to Linux. NYSE Group CIO Steve Rubinow said the conversion to Linux followed the acquisition of the Euronext exchange in 2007. Unlike some trading companies that suggest Linux is running their secondary systems, Rubinow emphasized that Linux is running the NYSE's mission-critical trading systems.

How many hours of difference are there between London and New York? Wikipedia has a timezones map and East time is marked as '6 PM'. The article is large. I then thought that, when installing the O.S. the installer ask for my time zone. So I look up in the desktop environment for something like a control panel. I had Settings>Orage and, within this there was a ... well, tis not a technical subforum. The thing is that either I subscribe to a mailing list in Xfce or ask the LQ guys. I pick up the latter.
Note: I have also my Collier's but its a little out of date.
