How can I set IRCDHybrid server password?

I have been struggling with this for days, is there a way to set up a password for an ircd-hybrid server so that no one can connect to it without first entering a password? I have the server up and running. I can connect to it, and create rooms perfectly. I just need to password protect it.

Why? doing some security testings with ettercap [check it out from sourceforge.net] I was able to sniff usernames/passwords for SSH v1. The only solution is to use SSH V2.
Did I miss anything on the sshd_config file?

By default, the server's configuration will force your client (i.e. ssh program) to try to connect with the server using SSH V2 first and then fall back to V1.
So...to accept Protocol 2 connections only, I went to /etc/ssh/sshd_config file, and added the following line to it:
# service sshd restart /*to restart SSH daemon
#chkconfig --list /*to see if enabled

I just install mysql and i did not do any configuration.
When I do this:
:/home/scheung# mysql -u root -p
ERROR 1045 (28000): Access denied for user 'root'@'localhost' (using password: YES)
I just press ENTER for the password.
I tried these:
$ sudo mysqladmin -u root password hello
mysqladmin: connect to server at 'localhost' failed
error: 'Access denied for user 'root'@'localhost' (using password: NO)'
It fails as well.

okay i have this text file in gedit in my desktop like for note keeping! i do not expect this file to be accessed by everyone! i need to password protect it. how can i do this in ununtu?
please do not suggest me the crypt-keeper! it's clearly i do not want to keep all the secret files inside the locked box called "crypt-keeper"!! the problem with that is you need to every time unlock that box to access anything inside; that's simply cumbersome!
what i plainly want is just right click the file and password protect that particular file so that when i next time double click on it to open; it asks for the password!!
and i expect the same to happen for folders even!
