[SOLVED] How to control process to not consume more then 20% of CPU?

using Ubuntu 8.10 I have installed VirtualBox to have multiple virtual machines. In VirtualBox tool I can set max memory consumption, but can't set max CPU consumption. I have 5 virtual computers on my physical computer and I would like to set that each virtual computer should not take more then 20% of CPU power.
Is there any way on Linux that I could control the maximum CPU consumption by each Linux process?

I use telnet in Ubuntu terminal to login in a BBS, whose primary language is not English. So what I see in the terminal is bunches of meaningless symbols. I try to change something in the "Preference" of the terminal window, but I can not find anything to change (or how to change). All I want is to show the language in terminal. Can someone tell me how to do? Thank you for help!

I did the upgrade to 10.04 and now all my menus are in Japanese (wifes logon is in japanese but mine was english before). Was language support broken in 10.04? As far as I can tell my language is still set to English, even at the login screen. But everything is still Japanese. Can anyone confirm this problem?
How does one easily add posix support to PHP using yum?

I am running CentOS 5.2 and using yum to manage packages. I have had little luck installing php-posix but know with almost 100% certitude that it is a real and available package...somewhere. Has anyone had luck installing it?
FWIW, I am using the following:
sudo yum install -y php-posix
Update: I've realized that this may be an issue with my host (Slicehost) as I do in fact have cli, posix, and pcntl enabled for my PHP version (5.2.9)

I were playing around with symbolic links a week ago, and I seem to have screwed up my system. Now when I try to do an installation with apt-get/dpkg i get the following error:

My guess is that I have a symbolic link pointing back at itself. How do I find out exactly where that evildoing symbolic link is, so I can remove it?

How to get english language word database? [closed]

I need a database of every single valid word in English. I checked the /usr/share/dict/words file, it contains less than 100k words. Wikipedia says English has 475k words. Where do I get the complete list (American spelling)?
Also, is there a single website that gives out words for other languages too, including Asian and European ones?
Edit: Forgot to add, I do not need names etc., just valid English words.
