How to use Ubuntu Server to display messages in web browser automatically

I would like to do the following (searched the internet before posting here with no success though):
- i live in a small block of flats and i have a thinkpad X61 laptop that runs Ubuntu server 12.04 LTS
- I have a fiber optic net connection that allows me to share some of my net to my 3 neighbours (already did it )
- unfortunatelly because of a design matter, I am the one that holds all block's comune facilities (water pump runs from
my electric current; outdoor lights as well etc.) so i am the self procalimed "administrator" (which i hate a lot !!!)
Solutions that I seek forward:
- given the upwards facts I need to do something that displays each time my neighbours open a browser a message
that they need to pay an amount of money for the past month replacing my "admin" atributes. I can do the logic to

I'm trying to create a shell script that makes use of a data file with text on individual lines. I want the script to read the first line of the data file, then the second line etc. etc.
I can't seem to find out which command to use - sorry if this is a simple one!

how to use linux server to backup cisco configs

I need a script to backup configs for about 500 cisco switches to a linux server. I know the commands to enter into the cisco switch to get the needed info, but I have no idea how to have the server go out to each switch, ssh into that switch using it's ip address and then outputting the data into a tftpd on a linux server. Unfortunately, this is a very closed network and I do not have any linux devices that I can practice on. I have a very basic knowlege (limited) of linux.
Any help on how to even get started would be nice.

Chrome browser (possible to create shortcut in receiver or integrate) is working with receiver. So it should use server side network interface to access internet (But not local network interface).

How to check a disk for partitions for use in a script in Linux?

I'm scripting something in Bash for Linux systems. How would I check a disk for partitions in a robust manner?
I could use grep, awk, or sed to parse the output from fdisk, sfdisk, etc., but this doesn't seem to be an exact science.
I could also check if there are partitions in /dev, but it is also possible that the partitions exist and haven't been probed yet (via partprobe, as an example).
What would you recommend?
Quick easy to use FTP Server?

Currently I use this little python TFTP server, which is great.
I'm looking for something like that program, since I don't need it every time I boot.

Server 2 installs easily and without any major difficulties. I find it has less features then 1.0.7 (I could not find an option to boot a physical partition for example).
Nice web interface (yes, I know there is a web interface for 1.0.x).Easy to install, no patches necessary.
For some reason it seems slower, more bloated.Less features.

Be sure to download the appropriate arch for your host (32 vs 64 bit).Do not forget to get a serial number
* Personally I save this to ~/src/vmware , you will need to adapt this how-to if you save it elsewhere (ie ~/Desktop).
