how to find out what is using port 80

I have an Ubuntu 11.04 server with lighttpd installed as my web server. It was working fine, but now when I restart it it gives me the following error...
"can't bind to port: 80 Address already in use"
Is there a way for me to find out what is using port 80 in it's place?
What is using port 40292 on Ubuntu 10.4?!

Watching Logs and event reports, clearly something is trying to use my 40292 port.
I tried to find out more about the Port, by temporary starting FireStarter.
Unfortunately my search kept me stranded with the same question after 3 hours.
Does anybody here knows any thing about that certain port usage?

I just got a Nexus 7 for work(basic office application nonsense) and I have it rooted. I would like to put a full Linux distro on it in place or Android(no chroot). I know Ubuntu will work, but I'm really not a fan of Ubuntu. Can any other distros be installed on it?

Find linux version using console?

This might be a very dumb question but how do you know what linux version and disto someone has by just having console access. (ssh)
For example to know if it is debian 3.0 or 3.1.
I never was in the situation before that I didn't know because I always installed it myself.
