Need to read/rip DVD to MPEG what technology should I use?

I have a project that requires reading a personal, not copyrighted DVD e.g. wedding or home videos and converting them to AVI or MPEG. The solution needs to be integrated with a larger application, so I'd like to develop a custom solution rather than use an existing application.
I've searched for C++, Java and .NET libraries that will allow me to do this, but I'm not coming up with any definite leads.
Can anyone suggest a technology that I should use, and where I might find an appropriate library.
Note that I do NOT need to burn DVDs, just need to read and convert to a playable format on Windows.

I have a dedicated server, and I'm not liking the ubuntu 11.04 on it.
I'm looking at putting fedora on it, but i read somewhere that centos is better for server?
the server will host one domain only (lamp). no file server nor mail ect.
however i used centos before and found it lacked a lot of packages. I use ssh, and have no desktop. So desktop differences do not apply to me.
If centos is better than fedora, I'll use that inspite of the limited packages available. However if there's not much difference, I'm leaning toward fedora.
any thoughts? (im looking at fedora15 and centos6)

I've tried to install Linux Mint 12 (DVD, 64-bit), Ubuntu 11.10 (64-bit) and Fedora 16 (64-bit) on a new Dell XPS 17 (L702X), which came preloaded with Windows 7. I've tried booting from a USB drive, using "Universal USB Installer". In all cases, I restart, then select USB in the BIOS.
For Mint and Ubuntu (both in normal and "compatibility mode") the boot stalls at:

I'm trying to set up a firewall at the moment that allows access to my custom SSH port from only my friend's url (they have a static url but dynamic IP). I find iptables a bit of a nightmare and was hoping to use UFW for most of my day to day firewall maintenance and just make a few extra iptable rules to cover exceptional circumstances like this. Fortunately it seems UFW allows this with /etc/ufw/before.rules and /etc/ufw/after.rules.
So at the moment I'm just trying to get the basic iptables rules right. As I say I'm not very good with iptables, does this look right?

I recently installed UBUNTU 11.04 32 bit on my laptop , having configuration
intel core i5 460M
4 gb RAM
500 gb HDD
Nvidia geForce GT 420M Graphics Card
but when i opened system monitor , it showes only 2.3 GB RAM there ! and 4 GB swap (Don't know what swap means) . Where does my rest of memory goes ? (Windows 7 is showing 4GB ram ).
And from where i can install correct driver for my Graphics Card . When i install "Restricted Driver Download" it put ends to desktop effect (including my favorite Wobbly effect (Don't suggest Compiz please).
