Local NTP server configuration on RHEL 6 Virtual server assistance needed

Greetings all,
I am relatively new to Linux...just taking the RHCSA 124 class...and am trying to work on my first servers.
I have installed a host RHEL 6 OS with just Virtualization.
I created 2 RHEL6 VMs and have been trying to configure one as a NTP server. These are standalone with no internet access.
I have been unsucessfully been trying to configure one of the VMs as the NTP server...but every website solution that I have tried has failed. Every solution I have tried...I still get no suitable server for sync found.
Can anyone assist with the /etc/ntp.conf files...on what needs to be included?? I am using a host system with no ethernet configured..but the VM Manager environment is setup for a default network 192.168.1.0 /24 w/ DHCP disabled.
The VM server is setup with manual ip as 192.168.1.10, and the client is 192.168.1.11 . Both systems are able to ping each other. This is the first service I am trying to setup after doing the initial install...so there are

Hi all,
I'm attempting to configure an NTP server on my LAN to sync with public server's and then to get my client syncing with my LAN NTP server.
It seems that my NTP server sync's with public NTP servers though the stratum stays 16, which not allowed to my client to sync with my server.
can you assist me figure out what I'm doing wrong?
Below are some output's and /etc/ntp.conf configuration (only uncommented lines):

Ubuntu NTP Server Stuck at Stratum 16?

We use an Ubuntu installation as the time server for our local network. All was working fine until a few days ago, when a glitch in our content filter was blocking the ability for our time server to sync with external sources. We fixed the problem with that and the time is syncing correctly, but even after 48 hours, the box still considers itself as a stratum 16, which means our other machines will not sync with it.

Ubuntu NTP Server in HyperV does not synchronize time with external NTP sources

There is a virtual machine with Ubuntu Server 12.04 LTS x64 that is running inside of Hyper-V Server 2012 hypervisor. NTPD daemon is up and running on Ubuntu, but it does not synchronize with external NTP servers. The required ports are open. NTP traffic on UDP ports 123 are permitted and flows. Ntpq -p and ntptrace commands consistently show STRATUM 16, ie, server is not synchronized with the external NTP servers.

Setting up an NTP server on Ubuntu Fiesty

i feel the need to setup an ntp server in my office, so that all the workstations and servers will display the same time.
im not able to connect to any external ntp servers as my firewall is locked down very tight & i therefore cannot open the required ports.
i have a sun ultra60 workstation, with a basic installation of ubuntu fiesty on it. currently its also running bind for name serving to the local network, although this is not yet configured.
i thought i had it right, but it doesnt seem to work.
the ntp.conf file from /etc reads:
(where my two local ip ranges where workstations reside are: xxx.xxx.88.0 & xxx.xxx.128.0)

Boy just when you seem to get one thing going on this server - another thing arises. I cannot get the ntp server to function properly. I have the server firewall down and the router firewall down and from the server prompt I issue this:
ntpdate -q time-a.nist.gov or any other time server and I get this:
ntpdate[3927]: no server suitable for synchronization found
I have been researching on the net and all I have been able to find is the issue about the firewall.
I have tried various settings in my ntp.conf file that I have found around the net.
I will attach my ntp.conf file.

Hello,
I am having problems with seting up a NTP server in our environment.
I am relatively new to Linux and self taught by installing Ubuntu desktop version on a couple of spare machines and just playing. Still have problems moving around the O/S since i have only ever used Microsoft up until a few months back.
Need to deploy a Time server in our enviroment and feel Linux would be great for this and get me started with a real "task".
The server must provide time to other servers non-linux servers, phones, clocks, etc.
However, its taking me a long time and the deadline is fast approaching.
This is what i have done so far:
1) Setup up Ubuntu 9.04 Server
2) Tried "sudo aptitude install ntpd" but i get the response "Couldn't find any packages with ntp. However, the following contain NTP in their name cyrus... openntpd..."
So i installed openntpd and did the config of servers, etc, however when i go to start the server i get "
