Ubuntu router provides slow internet

So today I moved from 5Mbps DSL to 24Mbps cable internet, and have discovered that my Ubuntu router is slowing my connection heavily. I'm using DHCP + iptables to provide internet and networking to my LAN. Using the router, I see 3Mbps with Speedtest, and when I plug the modem directly to my laptop, I get 30Mbps.
I'm trying to upgrade my system's 9.10 to at least 10.10 so perhaps that's it? What else can I check?

Hi , I got a Ubuntu Dapper that installs mplayer with codec version of 3.25
This bundle includes Quicktime 6 and RealMedia (Player) 9. (Also Windows Media codecs)
Can I know which other player with codec that includes Windows Media Codecs, Real Player 10 codecs and Quicktime 7 codecs without lacking either one.This is because to ensure a smooth experience in Linux.

My ubuntu 9.10 box is locked. If i try to connect via SSH, it never gets to the user login, but it doesnt show the cant connect error.
Via webmin, it prompts me the user & pass page (showing that the service is up! the connectivity is ok, and network works), but it wont ever login. it waits and load for ever.
In phisical console, i write down the user & password, i logoin correctly and it loads the welcome screen, displaying the used memory (43%), the users logged (0) etc, but it never shows the
command line, so i can write, but without any effect.
Meanwhile, on the pc's connected to its LAN, some services as DHCP doesnt work, but other ones like a proxy and firewall still work. Every user can still surf the net.

Right now, i have my ubuntu server in that state and i can try to do any test that could help me.
Recommended installer for Ubuntu: rpm, yum, apt,...?

I am trying to install a command line client from Amazon EMR docs.
I am using this command:

YUM repository on Ubuntu

I have taken the RHCE lab and need to retake it. One of the cool things you can do with Redhat is have your own repos for updates. Having my own repo would make studying much easier.
I am sure this can be done in Ubuntu as well but I was hoping to find someone who possibly has done this.
I have the createrepo tool and have generated the .xml files.
I am just hoping there some info somewhere on this.
Any help would be great.

I have successfully created Yum repository over RHEL6 previously using the link
